Precompiles and system addresses
These addresses are the chain’s built-in programs and a few operator wallets. Nobody deploys a contract here — a call to 0x2D00… runs a program the operator shipped.

Built-in programs

HTLC | Time-locked swap. You lock USDC against a secret hash; the other side claims with the secret, or after the deadline you refund. The Ethereum→POA bridge uses this so a mint cannot float. PQ blocks label the producer 2d-hsm, not this address. |

Bridge mint | Mints POA USDC only after the same amount was locked on Ethereum, and immediately locks that mint to the recipient. There is no free mint and no operator float. |

Bridge halt | Emergency stop for the bridge. Two governors must sign. Any halt blocks new mints; on yellow, people can still claim USDC already sitting in an HTLC. |

Bridge unhalt cleanup | Deletes leftover “we are unhalting” records after they expire. One governor. This cannot start an unhalt by itself. |

x402 pay | Pay USDC without the payer broadcasting the transaction. The payer signs an authorization; a facilitator submits it. Used for HTTP 402. Native USDC, not an ERC-20. |

Producer tickets | On-chain record that the producer key rotated (recovery) or that a hard fork is authorized. The enclave signs the ticket; this program checks it and stores it. |
Operator wallets
Ordinary accounts, configured on the chain host. They can rotate; this page is the live 77 list, not genesis.
